In the battle to repair the tattered finances of Harrisburg, Pennsylvania, residents have turned to an unlikely city treasurer: a 23-year-old college student. Campbell won a primary election last spring and faced little opposition in November's general election. On January 3 he was sworn in as treasurer, a position responsible for collecting taxes and other fees as well as investing what little money the city has. The Keystone State's capital city faces a $317 million debt that accumulated after a municipal incinerator was repaired and retrofitted in 2003. After Harrisburg's attempt to file bankruptcy was rejected by a judge last fall, Pennsylvania's governor installed a receiver that has sole authority over how tax dollars are spent.
